Principal Secretary for State Department for Basic Education in the Ministry of Education, Amb. (Prof.) Julius Bitok

Basic Education Principal Secretary Julius Bitok has publicly called for the immediate arrest and prosecution of a teacher from Alliance Girls High School, who stands accused of grooming and engaging in sexual misconduct with students. Speaking at a Thanksgiving Day event in Kapkoros Barngetuny Secondary School, PS Bitok confirmed that the Ministry of Education has swiftly engaged both the Teachers Service Commission (TSC) and law enforcement agencies to ensure the implicated teacher faces both interdiction and judicial proceedings.
"That teacher is going to be punished. We have talked to TSC and all the other stakeholders to ensure that he is arrested,” PS Bitok stated unequivocally, signalling a zero-tolerance approach from the highest levels of the education sector. His firm declaration underscores the government's unwavering stance on safeguarding children and ensuring that all learning institutions remain truly safe and protective environments for every student.
PS Bitok reiterated the government’s uncompromising position, condemning in the strongest possible terms any behaviour where teachers or any other stakeholders in schools might exploit children sexually. "We are not going to condone any behaviour where teachers or any other stakeholder in schools take advantage of our children," Bitok affirmed. "As government, we are saying such behaviour will not be tolerated.” This powerful message aims to restore trust and send a clear warning across the educational fraternity.

Crucially, the Principal Secretary emphasized that this issue extends far beyond the confines of a single institution, however prestigious. He issued a nationwide warning, stating that "It is not only in Alliance. Even in any other school in the country, that behaviour must stop forthwith.” This commitment signals a comprehensive effort to identify and decisively act upon any similar cases of misconduct across all Kenyan schools.
Bitok’s resolute remarks come in the wake of widespread outrage, ignited by serious allegations detailed in an Africa Uncensored investigation. The exposé accused the long-serving teacher, who also served as a Christian Union patron, of a systematic pattern of grooming students, including disturbing practices such as arranging private dinners and leveraging spiritual authority. These alleged activities are reported to have commenced as early as 2018. The investigation notably drew statements from more than two dozen former students, teachers, and staff, who claimed that a systemic pattern of abuse was shielded by institutional silence, with formal complaints filed in both 2018 and 2021 allegedly failing to trigger any substantive action.
In the immediate aftermath of these deeply disturbing allegations, alumni from Alliance Girls High School took to the streets in protest, powerfully demanding justice for the victims and accountability from the institution and relevant authorities. The government's new, firm stance, articulated by PS Bitok, aligns directly with these calls for decisive action, reinforcing the collective demand to bring the alleged perpetrator to book.
