The electrifying atmosphere that has propelled the Harambee Stars through the African Nations Championship (CHAN) has been dampened by a stern rebuke from the Confederation of African Football (CAF). In a series of escalating sanctions, Kenya has been hit with a hefty KSh 6.5 million fine and is now facing a severe reduction in stadium capacity for its crucial final group stage match against Zambia. This latest development shines a harsh light on persistent security and crowd control issues that have plagued the tournament.
The penalties follow a chaotic scene at the Moi International Sports Centre, Kasarani, during the Harambee Stars' recent match against Morocco. According to a detailed report from CAF’s Disciplinary Board, the event was marred by a complete breakdown of order. The report cited numerous violations of CAF's safety and security regulations, painting a picture of a security apparatus that was overwhelmed by the sheer force of the crowd.
A Detailed Look at the Security Breaches
The CAF report is a damning indictment of the security lapses at Kasarani. It details multiple failures that put players, officials, and fans at significant risk. Among the most serious of these were:
Overrunning of Stadium Gates and Perimeter: A major failure in crowd management led to thousands of ticketless fans and even those with physical tickets distributed by the government storming the stadium gates. This included breaches of the perimeter fence, allowing unauthorized access from all directions.
Failed Crowd Control: The initial failure at key access points, such as the Ngomongo roundabout, created a domino effect, leading to a loss of control at multiple entry and exit points.
Dangerous Use of Force: Perhaps the most alarming aspect of the report was the mention of security forces using tear gas and flash grenades. This caused widespread panic and a stampede-like situation among the crowd. The report also cited instances of live ammunition being fired near spectators and staff, a measure that falls well outside standard crowd control protocols and could have resulted in a far greater tragedy.
Violent and Unsafe Conduct: The chaos descended into outright violence, with reports of stone-throwing at security officers and the dangerous, uncontrolled movement of vehicles in spectator areas. The report also mentioned the obstruction and assault of CAF officials and guests.
This KSh 6.5 million fine is not an isolated incident. The Football Kenya Federation (FKF) has already been hit with over KSh 2 million in fines for similar security lapses during the team's opening matches against DR Congo and Angola. The escalating nature of these penalties highlights CAF’s frustration with the host nation's continued failure to meet its safety standards.
The Immediate Impact and Future Consequences
In response to the breaches, CAF has taken a series of decisive actions to prevent a recurrence, directly impacting the upcoming match and future fixtures.
Firstly, the stadium capacity for the decisive match against Zambia has been slashed to just 60 percent. This means that instead of the 48,000 capacity, only 27,000 fans will be allowed into Kasarani. This measure, while a significant blow to the team’s home advantage, is intended to ensure crowd management is more effective.
Secondly, the Local Organising Committee (LOC) has announced a ban on all physical and thermal tickets. From now on, only electronic tickets will be accepted for entry, a move aimed at eliminating the misuse of paper tickets and improving security checks. In fact, all tickets for the match were sold out within hours of going on sale, a testament to the high demand and the challenge of managing such a passionate fan base.
Finally, and most critically, CAF has issued a stern warning that any further security breaches could result in more severe sanctions, including the relocation of all of Kenya’s remaining CHAN matches to an alternative venue outside the country. This would be a devastating blow, not only to the Harambee Stars' tournament aspirations but also to Kenya's reputation as a reliable host for international football events.
A Call for Collective Responsibility
The FKF and the LOC have acknowledged the gravity of the situation and have launched a public plea to fans to exercise discipline. They have urged supporters to only attend the match if they have a genuine electronic ticket and to arrive at the stadium at least five hours before kick-off to allow for orderly entry.
In a move to accommodate fans without tickets, the government has set up six official "fan watch zones" across Nairobi. These zones, located in strategic areas like Uhuru Park and Dandora Stadium, will feature large screens for fans to enjoy the game in a secure, controlled environment.
This entire episode serves as a powerful reminder that hosting a major international tournament requires more than just a good team on the pitch. It demands a collective commitment to safety, security, and discipline from the organizing bodies, government agencies, and, most importantly, the fans themselves. As the Harambee Stars prepare to face Zambia in a match that will determine their fate in the tournament, all eyes will be on the stands to see if Kenya can finally get its house in order. The future of Kenyan football, and its ability to host major events, may very well depend on it.
